Hello again Dakkians!
We had an incident where Eldar were on the second floor of a building. Fenris(?) wolves (animals) were underneath. There was a ramp leading to the second floor that the wolves could walk up. Thus the argument, wolves cant be on the second floor .vs. if there is a easily accessible ramp can the wolves leave the ground level?

Beasts are not on the list of models that are relegated to the first floor of ruins.

Also if your ruins model has a ramp; you should already be discussing the possibility of forbidden units on upper floors(that are accessible from the ramp or ramps) to be on those levels since it is a scratchbuilt or otherwise unspecified terain.
