For instance could I take a chaos detachment with A mix of demons and heretic astartes but still be able to apply heretic astartes stratagems to the units as the game goes on? I know I'd lose out on legion tactics. Also would I be able to take a heretic astartes relic and warlord trait?

To unlock the chaos space Marine stratagems, you need to take one chaos space Marine detachment. This is one where every unit has the legion rule (Not counting thousand sons or Detahguard.). It also can't be an auxiliary support detachment.

Once unlocked, the stratagems can be used by any chaos space Marine units.
