So bit of an interesting one think the answer is no but will check.
Say you have a superheavy detachment with a fellblade and 2 knights
Can the fellblade (which is heretic astates) still use the chaos space marine strategems even though the knights are no hereric astates

I would say no.
You would need a Battleforged Pure <heretic astarties> / <Leigon> Detachment to "unlock" the strats / traits for use on Other, different Detachments (like a mixed super heavy one)
Now, if you made a Pure <Heratic Astarties> Superheavy detachment. that in its self would unlock the stratagems.

Assuming you have at least one "Pure" Detachment to unlock the Stratagem, you have access to it regardless of what other Units are in your Battle-Forged Army.
The Stratagem would still contain it's own requirements as well, many Faction specific Stratagem target Keywords only that Faction should have.

nah would only be the super heavy. hmmm it does say 'a chaos space marine detachment' in the codex but as far as i can tell there isnt such a thing XD

A Chaos Space Marine Detachment is therefore one which only includes units with one of these keywords.
One of those Keywords is: <LEGION>
