So in reading the rules for the Primaris Librarian, it says, "This model can attempt to manifest two psychic powers in each friendly Psychic phase, ..." (Codex: Space Marines)

The wording is curious. Normally, this would mean the player's Psychic phase. Two players opposing makes this obvious. However, last night we were playing two on two teams. If I had the librarian, would my teammate's Psychic phase be a "friendly" Psychic phase? A possible interpretation would be that any Psychic phase on my team would be a "friendly" Psychic phase.

Can anyone cite a usage of the term "friendly" anywhere in 8th edition, that might help or hinder this interpretation? Team rules are skimpy, and the only sure rule I could find limits the team to one Warlord, so not relevant.

On a related question, can the Primaris Librarian manifest the same power twice in one phase, i.e. Can he Smite twice?

Friendly psychic phase means yours.

If you are house ruling a team game, then your allies psychic phase is also technically friendly, but this is obviously not how the rule should be used.

You can't cast the same power twice in one phase.
