So I picked up some bikers the other day. When I went to make up a list in BS I noticed it would only let me give the champion a chainaxe. I was stuck with chainsword or bolt pistol. Is this a rules thing or an error of the app? I just picked up the codex, but I haven't had the time to check it out.

No one other than Champions and Khorne Berzerkers are allowed to have Chain Axes.
It's stupid, but it's true. it's because GW hasn't released Khorne Berzerker "Bikes" yet...or ever.
Yes that does mean that technically speaking you can't make a fluffy army by wanting more than just Khorne Berzerkers on foot. The actual special rules and wargear that apply to Khorne Berzeerkers on foot don't apply to anyone else including Terminators, Raptors, Chosen, Bikes, Havocs etc.
This lack of Blanket special rules and weapon options drives me absolutely nuts. And it's one of the main reasons why I never started a dedicated cult army. If they can't all have the same special rules and wargear I don't want any part of it.
Note: some of this is due to the fact that they lost a lawsuit against Chapter House Studios, meaning they won't provide you with options for a unit that isn't already present in the sprue's contained in their box. For example, Chaos Bikers don't come with Chain Axes in the box, that means you can't have a Chain Axe.

In addition to what Brutus_Apex said, I would suggest working out how to dowel your bodies so you can swap out the arms on the fly anyway ( iirc for small parts like that you put the female joint into the body and put a male joint on the arm?), and model them with chainaxes to look cool (using the rules for chainswords ofc). By dowelling them to allow you to swap to actual chainswords, you can avoid all the hassle from an opponent who gets pissy about it, along with reducing the chances of arms snapping off mid transport.

That sucks....I for some reason was hoping that GW would have kept the blanket rule from 4th/5th ed. I guess it's one of those old habits/rules changes I need to get used to.
Tons different from way back when. I'm learning lots and having lots of fun, just have a few annoyances once in a while. This being one of them.

If it makes you feel any better I would totally let you use chain axes in friendly games (and probably campaigns as well) as long as you were paying the proper amount of points (IE no power level getting you everything you want because its free). This is one of those things that I wonder if GW could add in as a "chapter approved" thing where its not a real rule because its not in the codex but its an optional rule that if you and your opponent agree with you could use. I wonder if that would get around there issues with that lawsuit, they could say its not a real rule?

I really like the idea of using other dudes with chainaxes. Gives some varitey. I used to run possessed, bikers and berzerkers all with CA.
Now it seems that my variety is not as rich for CA weilding dudes, but their stats and abilities make up for it.
I'm gonna give my possessed a shot next game I play.
