It's quite hard for me to get non-citadel paints so using other primers is more than likely out the question.

I'm having some issues using Corax White. It seems like I get little flocks of paint and it comes off as 'powdery' (even when outside, spraying in bursts and 15cm away) so I am instead thinking of using Chaos Black to prime my minatures.

Would using Chaos Black cause issues when building up to the White Scars colours? I will more than likely be using the following process:

1) Chaos Black prime
2) Celestral Grey basecoat
3) All over wash of Agrax Earthshade or Nuln Oil
4) Layer with Celestral Grey
5) Layer with Ulthuan Grey
6) Highlight with White Scar

I'm guessing that due to a black undercoat it will come off as a tad darker than a Corax White undercoat but how reasonable would this be in matching White Scars colours?

You can't find white auto primer near you?

I could probably make the journey to Halfords if I set off early enough

Would this primer work well for white models?

I've used Halfords sprays before and the short answer is yes.

One thing worth noting is that (in my opinion) it's easier with Halfords sprays to out them on too thick and lose details, so just have a light touch when spraying

If you're getting fuzzies it's because you're holding the spray can too far away and the paint is actually drying before it hits the surface. There are two other things that affect this as well one is humidity and the other is heat.

This guy has two really good videos on the subject:
