Quick (hopefully) rules interpretation. Can the alpha Legion forward Operatives Strategem be used multiple times in accordance with all it's normal rules and restrictions?
The main rules have a restriction on using the same strategem so the question revolves around if since it's technically pregame multiple units can be infiltrated?

Indeed, timing is important here.
The restriction is during the periods of X and Y, so anything outside those periods do not have to obey the Restriction.
