If a character gets shot to death, can you use this and pile in to an enemy to melee. Even if you weren't in melee

"Use this Stratagem when a GREY KNIGHTS CHARACTER
is slain. Before removing it from the battlefield, that model
can immediately either shoot as if it were his Shooting
phase, or fight as if it were his Fight phase."

Yes.

A fight is resolved in the following steps:
- 1. Choose Unit to Fight With

As the following steps are used to resolve an action called 'fight,' when we reach Step 2 we follow Step 2.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

So he will be able to pile in and attack any unit in 3". Even though none of them were charged?

Unless he charged in the previous Charge Phase, it will not be a problem as that Restriction is dependent on having Charged.
In the situation you provided, said Character was shot during the enemy phase and thus is not restricted on targets.

That is actually something to keep in mind though, sorry for overlooking it prior:
If she dies in the Fight Phase after having Charged in the prior Phase, make sure she Piles into a Model she targeted during said Charge Phase.

Will put forth an interesting thought though:-
Does "fight as if it were his Fight phase" get around Step 1's requirement on how to select the Unit to fight with?

That question has gone round and round in a few Ynarri threads with no conclusion. I argue yes, others argue no. I don't think a conclusion was reached, Here is a thread on the subject.

Thank you Drager,
Conversations such as that is the sole reason I gravitated back towards You Make Da Call.

No problem, I'm sure we will have an enjoyable disagreement at some point. I'm curious as to your conclusion on this topic, once you've read the linked arguments, as I think they apply equally here as there.

Maybe one day, if we do please take my shoulder and say 'you are fixating, get back to your friends...' I sometimes need it.
As for the problem at hand, I am deleting posts, re-writing, considering and re-writing, then deleting posts - Fixation is fun.

This was the most interesting thought I had though, compare these words side by side:
Any unit that charged or has models within 1" of an enemy unit can be chosen to fight in the Fight phase.
and
The unit can fight as if it were the Fight phase.

Both grant permission to fight, one without conditions and one with a condition....
So where is the Restriction requiring us to begin the Fight Phase within 1 inch before we can fight?

No the character cannot fight unless it previously charged or is within 1". IE You cannot leap 3" and whack somebody with a force sword when you die. Otherwise you are stuck with 1 final shooting attack.

The first step in the fight phase is, expressly, not part of the fight. After the first step, it says "A fight is resolved in the following steps:" The first following step is step 2. For this reason the first step, selecting who can fight, is overwritten by getting permission to fight from some other source.
