Hello, I just started painting in February of this year and wanted to try my hand at some more advanced techniques. I tried to do glazing on cloak and wetblending with the smoke from the staff (from Sam Lenz' tutorial on Tabletop Minions).
Please let me know how I did and how I can improve!

It looks quite good overall, and you're bound to improve over time with more practice too, so I'd be quite proud of it if I were you.
Have to echo the sentiment above though, about the face. On any humanoid miniature, the face should be a focal point and really pop. I'd always take the highlights one level of brightness higher, just to make it stand out.

First, the model looks great so anything I say is just to help bring it up a level.
As the others said, the face is the let down currently. I would try a recessed shade on the face, especially in the eye socket area to really bring out the glow. Since you used green eyes on a green face, a lot gets lost.
I would try watered down red and violet washes on the face, just to get some definition.
That said, it looks grand, be proud!

I think it's an excellent start! The blending looks quite good! The OSL is incredible!
If you are wondering about things you can do to fancy up the paint job this is what I'd recommend:
1: Edge highlights. Particularly on sharp edges like the broken bits of bone/skulls. This will really make the details pop. Use really thin line of even lighter paint than your previous highlight (mix some white in it) and apply with edge of smallest detail brush you have.
2: Skin Shading: You've already made good use of shades prior to your highlights. What I would do now is dilute some wash (like druchii violet for example) in a 1:1 ratio with Lamium Medium and apply it very selectively in areas that are in the shadows on the skin. Places like under cheek bones, between fingers, on under side of arms. This will give you some variation in the greens and really pop the shadows quite a bit as it's a complement color.
3: The base: Excellent use of cork and dry brushing looks great for broken concrete, but it looks very one dimensional and flat. I would advise adding some color to change it up. Once again, some orange/brown wash diluted with medium added in random splotches around the base can give a very interesting feel to it.
4: Metal parts: Both the gun and the pipes in the ground suffer from the "silver all over" syndrome. I would pick out some of the plates on the gun with a different color to give it variability. Black might be good here. I would also wash a small amount of Seraffin Sepia into the recesses in some spots or add orange paint to simulate rust streaks. This will break up the silver and give quite a realistic/grimy effect.
5: The cloak: It's a beautiful blend but it is really clean for an ork. I would add some scratches/splotches into it to give is a grimy/ realistic appearance. One technique I enjoy is to load a brush with some brown paint and to flick the tip towards the mini giving realistic and easy mud splatter. (Be advised that this is quite messy, so I would cover up the areas like the skin/staff with painter's tape before doing this to avoid getting them dirty.

Looks awesome man, really good I love how you did the smoke very similar to what Sam did in the tutorial. The glowing of the eyes is hard to see, id maybe change the colour of the eyes to a silghtly darker green. other than that the face could get darker shading and lighter highlights but other than that really nice.

I agree with everything said above.
Darken the eye sockets to set the eyes off against the rest of the face.
Work on over-emphasizing recesses for dramatic effect, and greater sense of depth. I do this with preshading and with layering, but you can do similarly with washes along with layering from dark to light highlights.
Edge lining around things like the bracelets and so on to help pull these details out.
Wash the wraps and other light details to give a dirtier sense and add to the perceived depth.
Consider shading to emphasize the presumed light source, i.e. darker under arms and lower in the cape, and so on.
Consider preshading from the zenith of the model to start with a base that does most of this work for you.

I'm curious, why did you not paint the straps on the skulls brown instead? They kinda blend in a little with the color of the skulls as it is now.

Looks good.
Some technical tips: It looks like you put too much primer on.
Another common mistake with primer is priming from too far way because the stuff drys before it hits the model and becomes speckled. ....6-12inches is a good distance. I think the instructions on the can say 1-2 feet, which are bad instructions.
And you could thin your paints just a little bit more. ...hard to tell because of the primer.

Thank you everyone for the suggestions! I think I might go back and touch him up a bit (not too much as I don't want to go off the deep end)!.
I tried to highlight the skin and it doesn't really come off that there are 3 layers of green, however, the face absolutely needs one more level on it.
