A sniper team consists of one model. That model is a sniper miniature plus a spotter miniature and they should get mounted on the same base under the current rules. Two separate bases is purely a legacy thing from several editions ago.
The only problem is the current Elysian Sniper Squads are sold with two large round bases (60mm?) and 2 25mm bases.
