So I want to get in to 40k as a total noob to all wargaming model based games. I have done my research but keep finding my self getting overwhelmed of figuring out a good army then painting these figures that I can easily mess up.
From this forum I am hoping to get some advice on what stuff to get and where to begin when building my army.

When ever I introduce someone new to 40k I do it like this.

We go into the store and they look at all the models and I tell them to just pick what you like the look of. Then I suggest just enough models for what they like to make a basic army to play a small game. Now days that's easier with open play just letting you take what you want.

Then I let them have access to my paints to start their painting work. This way they are not spending a lot of money buying paint they may not end up using because it does t look right for the color scheme they have in their heads.

But yeah, pick what you like, start small, and don't overspend and then have a ton of painting work areas of you which then leads to you feeling overwhelmed.

Rulebook plus the Getting Started box for the faction you like the look of most. You'll then need either the codex or index book for the faction. Depending on when you're looking to start playing it may not be worth buying the index...

EBay. Look at all the models for sale. Imagine someone paid for those full retail then spent time to assemble and possibly paint.
Then they are putting themmon eBay for maybe half original purchase price. Then imagine... Hmmm. Could that be me? And what can I do to make sure it isn't.

Your first responder above has good enough advice. Find models you like. But start slow. Give yourself the best chance. Hang at the local shop. Meet the peeps. See if you even like them. Watch what they do. Ask. Why? If you like orks get a box of boys. Build them ... Play a game with them and just them at the shop with your new pals. Paint. There preferably. Probably poorly. Take your time. Ask. Watch. Hang out. EBay. Second hand models are your friend. Paint. Slowly. Play slightly larger games. Learn to hate some rules because frankly there are a lot of bad rules in this edition.. Get better. Now you are ready. Buy some heavy kits. If you like orks get a morkanaut of a battlewagon and the truck boys box, for example... Paint these well. These will not end up on eBay.

Termies are sweet. Like em. My advice is dark undercoat. White drybrush to pull out highlights. Thin your colors and paint thin coats allowing the preshading to show through. Very important with gw paints BTW. Or simply paint with inks and washes. Works well and is fast and easy to get used to all the detail...

I second using inks and washes as the above posetr recommened. They are a great way to quickly whip up table ready looking minis.

The way I introduced my brother was to get him to have a look through the models available for each faction, browse painted examples such as those on the dakka front page and to read the lore related to each faction.

Once he had figured out which faction he was interested in I then advised him to come up with a concept for his army, in his particular case he took fancy to the Tyranids and decided that he wanted to develop a force built around Genestealers and various other infiltration units. Introducing the index helped to develop this further and to come up with a 50 power level list prior to beginning purchases.

You mention concerns when it comes to the construction and painting, there are plenty of tutorials out there on YouTube and various other places. Your local GW shop should also offer a 1 hour free painting session, have a chat to the staff and see if they can give you a crash course.
