Easy question, but I can't find a source anywhere. How do models such as Bikes, Tanks, and Monsters interact with terrain such as ruins, buildings, etc.?

Keywords, it is going to come down to what Keywords:.
Basic Terrain just sits there as if it was nothing more then a lump in the battlefield, you climb over them using Measuring Movement from the commentary (stupid as it is) and it could block line of sight if large enough.
Advanced Terrain should always have a Datasheet to go along with it, and this Datasheet that will tell you how Models with particular Keywords interact with that piece of terrain.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

Cool.
What about in instances where a model's placement makes it 'impossible' to assault? (I.E. they take up the entirety of a floor of ruins, making it impossible to get your base within 1" of them.)

Find one of the many threads on that exact problem, two seconds of review will inform you how... tangled... the situation really is.

If I remember right - The Authors addressed this in a commentary and informed us to use Wobbly Model Syndrome. This instantly kick started many debates, as Wobbly Model Syndrome requires your opponent to agree on the final location and thus can so easily be 'shut down.' An opponent exploiting the loophole that prevents you from placing a Model within 1 inch, as there is no ground to place it on, is never going to agree that Wobbly Model Syndrome allows a Model to levitate in midair. As the final position can not be agreed on, the Player can not evoke Wobbly Model Syndrome even though it is the only solution we have been provided....

And yes: It really does allow hovering Models, but only if both players to agree on the final position.
