If I remember right - The Authors addressed this in a commentary and informed us to use Wobbly Model Syndrome. This instantly kick started many debates, as Wobbly Model Syndrome requires your opponent to agree on the final location and thus can so easily be 'shut down.' An opponent exploiting the loophole that prevents you from placing a Model within 1 inch, as there is no ground to place it on, is never going to agree that Wobbly Model Syndrome allows a Model to levitate in midair. As the final position can not be agreed on, the Player can not evoke Wobbly Model Syndrome even though it is the only solution we have been provided....
And yes: It really does allow hovering Models, but only if both players to agree on the final position.
