Well, berserkers can be troops for World Eaters. They do pretty well. I hear orks aren't bad for footslogging hordes if you don't mind painting a lot of green.

U will prob want to stick with things that have the ability to deal damage at range rather than cqc. Assault is kinda rough RN

Conscript spam is good, but mostly as bubble-wrap and general area denial. They usually rely on other things to do the killing. And you can afford it since they're so cheap.
Orks are pretty good on their own, as they can deal serious damage and also take a beating.

Harlequins haven't been mentioned. They're not on the same level, but an army of mostly troupes can be pretty good.

Italy

AM with conscripts, scions and/or guardsmen, orks with 180 boyz plus buffing characters, nids with genestealers and eventually gaunts, chaos with tons of cheap bodies.

Other armies can rely on their troops but not in those numbers, I mean 3-5 units of kabalite warriors in venoms are still good, SW with 3x10 blood claws can be scary, harlequins troops are very deadly. But all these possible combinations are not really spam since you'll end with 20-30 bodies.

harlequins if you just want to focus entirely on troop choices.

Guard's troops are good, but they aren't winners by themselves, not even scions.
