Guilliman is exclusive to Ultramarines. Cawl will be exclusive to Mars. Mortarion only for Death Guard and Magnus only for Thousand Sons.

If you want to play any other faction, what do you put in your list to counter these special characters and compensate for not having them in your lists?

I don't know about chaos, but Space Marines can upgrade a captain to chapter master for 3 CP.

Many of these Primarch level characters are very very expensive, usually at 300+ points. So you can take a bunch of hordes for those points to counter them, tie them down. as long as you can avoid the damage from morale.

CSM didn't get a stratagem to turn a chaos lord into a mini-Abaddon, no.

For the Chaos Primarchs just bring one million lascannons and they fold pretty quickly. realistically 3-4 squads of devs/havocs should do more damage than they do in 5 turns.

Facts are chains that bind perception and fetter truth. For a man can remake the world if he has a dream and no facts to cloud his mind.

But they did get Abaddon, and he doesn't cost any command points. While he's not Primarch level, he comes with some pretty good rules.

The daemon primarchs are easier to handle because you can shoot them. Weirdly, their extra wounds count against them, allowing you to spam them with lascannons until they go away.

Guilleman needs a different approach. If it's possible to get something like Null Zone off on him then he can be killed by stuff like TH/SS termies without too much trouble. That's not reliable though - especially for armies that don't get null zone. He'll always have plenty of CPs to spend to reroll his 3++ and he hits like a train.
