In Codex: DG, the psykers "have access to Contagion" powers, the sorcerers & the Daemon P.
In Codex:CSM, sorcerers (and DPs) have access to the Dark Heretic powers. Plus, if given one of the blue, green or pink marks, Weaver of Fate or Miasma of Pest. or the other one becomes available, too. Page 161.
What I would like to do is have a DG battalion. And have a sorcerer from the C:CSM to get access to the Dark Heretic powers ... and still have him be devoted to Poppa Nurgle.
So, do I have a detachment from the C:CSM including the sorcerer, who would be given a MoN and *then* a detachment from the C: DG?
It just seems weird that I can have a detachment (with whichever minimum requirements, 3 troops) using one dude from C:CSM, stamp Nurgle on him, for cheesy access to Warp Time ...
... and then have all the DG fun and goodness in the other detachment. Is this the legal way to do it?

If you want access to Death Guard legion traits and access to Dark Hereticus powers, yes, you will need to take a separate detachment for the Chaos Sorcerer.
We are all used to Death Guard being more of a generic CSM army, rules wise. This is different now, and you are not the only person thinking this way.
TBH if I was taking Mortarion and a unit of Deathshroud Terminators, I would probably take a CSM Sorcerer as well just to give them Warptime. They need to keep up with the big guy.

It does seem like a silly hole.

No because the trait only applies to Death Guard detachment units, presumably of the Death Guard legion, which a CSM sorcerer cannot be. He'd still get the MoN power and get buffed by any Nurgle-specific auras or powers but he would not receive the Death Guard traits or rules. He'd just be a cheerleader supporting the team.

lil cool idea i'm doing to get the exact same result
take a patrol with the sorcerer as hq
for the troops slot take 10 brimstone horrors and proxy them as nurglings (try and get you hands on the older single nurgling models wlthough i think the new sprue can work) 30pt fun lil troops unit with a 4++ that can deny powers and hold objs
