I feel that the Exalted champion was kind of tacked on as an alternative lord but missed most of the good stuff. No jump pack, no Bikes, just left to foot slog across the field. this isn't too bad for some armies, such as world eaters as you just take him forward in a rhino with 'Zerkers and let them butcher everything but I feel that he could have really made raptors stand out if you could just give him a jump pack.

So, there are several CSM HQs that don't have access to jump packs or bikes. The Exalted Champion, the Dark Apostle and the Warpsmith are all in the same boat.
For that matter... Sorcerers and Chaos Lords no longer have a datasheet for the model appearing on a bike.
I am certain this has something to do with IP issues. But the question is whether or not these units should have more options.
For the Exalted Champion, no, I feel he has the appropriate number of options. He buffs units in close combat. I am not sure he needed a bike or a jump pack to fit with the fluff.
For the Dark Apostle, maybe. I would like to see him with a jump pack, he would actually be very good with Raptors. As of now, the only aura buff Raptors can reliably get is a Chaos Lord.
For the Warpsmith, he absolutely should have a bike option. He repairs vehicles which move a lot faster than him. The fact he doesn't have a bike / disk / jump pack / whatever greatly reduces his utility.
It's not like Chaos players would not love to use the Warpsmith. He's cheap, he has a lot of tools, and getting wounds back on vehicles is a big deal in this edition. Lack of Mobility is probably the #1 reason we don't see him in more armies.
That said, I am interested in what GW does to flesh out the CSM range over the next few years. I have a feeling any ideas about new HQ options will happen after we get a few more Codexes. Am expecting to see Thousand Sons, Emperor's Children and World Eaters, in that order.
GW does seem to want to be responsive to customer concerns at this stage. We could just keep bothering them until it happens. : P

This is all to do with the no-model-no-rules approach which is the one major disappointment I have with Games Workshop (and I think will, eventually, really hinder the community's enthusiasm).
This kind of nonsense needs to go.

If he buffs Close Combat, a Jump Pack to buff Raptors would be nice.

I think having access to Terminator Armour, Bike, Jump Pack and Daemonic Steeds should be standard across all Chaos characters, but ever since our 6th edition codex there has been a distinct lack of options for newly added characters.
Dark Apostles and Warpsmiths can only replace their pistol, Exalted Sorcerers can only take a Disc of Tzeentch, and now we're seeing Lords and Sorcerers lose access to any equipment that isn't available on a GW stock model.
As for the Exalted Champion, he was tacked on to our army so that the awesome Aspiring Champion model can actually be used as something cool instead of "Sergeant-with-bling".

If there isn't a model on the shelf or the current model doesn't come with a particular weapon option, then it won't have rules.

It wouldn't be that hard to kitbash together, in 7th I stuck a jump pack on an aspiring champion to make a jump lord who would look much better and serve better utility as an exalted champion in 8th edition. other than that, the standard chaos marine box is probably your go-to for the majority of the parts to make a chaos lord.

That's not the point; people are bemoaning the "no model no rules" policy when this thread is actually about rules that lack a model. The new Grey Knights HQ has no model and has to be kitbashed together, too. So obviously "no model no rules" isn't as strict of a rule as the whiners in this thread make it out to be.

agreed. thats a stupid rule. People have many conversions and kit bashes that they are unable to use now.... Which is restricting the hobby quite a bit...
