how do you assemble Skitarii Rangers box? Vanguard or Rangers? Heavy weapons or none?

Definitely Heavy Weapons. You need at least one plasma culiver per squad, so you might as well build the one that the box comes with.
Second, You will probably want one group of rangers, but the mainstay of the army is always the Vanguard, so if you've only got one box for now, make them Vanguard.
Third, the choice between Omnispex or Enhanced Data Tether has always been incredibly easy before, as the Omnispex has been fantastic and still is, but the Data Tether has been absolutely useless.
From what we've seen, this is changing in a big way for the Codex, as the data tether makes certain Stratagems a lot more powerful.
If you just want an easy to use item that you don't have to worry about using stratagems around, I'd still go Omnispex as a starter, but the Data Tether certainly has a lot more potential now.

Oh yeah, that's a good point. The legs and torsos are specifically matched for eachother. Follow the directions on this one.
I should also mention that my Ranger group has all three possible snipers. First, if you're gonna have a sniper Ranger, you might as well have three. They don't accomplish squat one by one. They are not Vindicare Assassins. Second of all, if you - like me - decide to run them, be prepared for them doing absolutely nothing in most games. I'm sure they're great for taking out a Commissar, but I don't face that very often. I've literally never had them make their points back. They have to get very specific targets to do their job, but they do look cool.

Make it two units of ten models, so if you are making a plasma, you count it to the vanguard.
In your case, if you really want snipers (even after what I told you about them) I'd go with 10 vanguards, with 2 plasmas in the unit, and 10 rangers with 2 snipers in the unit.
Adding an arc rifle to each unit works too, mostly because it's a measly 4 point upgrade.
I think if you have the units I described above, I'd give one guy in the Ranger unit an Arc Rifle, at least, so that they have someone that can hit a vehicle that gets too close.
The Vanguard's rifles and Plasma can handle anything like that fine, so they don't really need it.
So here's a suggestion:
10 Vanguard
1 Alpha
1 Omnispex OR Enhanced Data Tether
2 Plasma Calivers.
6 normal equipment Vanguard
10 Rangers
1 Alpha
1 Omnispex or Enhanced Data Tether
2 Snipers
1 Arc Rifle
5 normal equipment Rangers
Edit again: I'm still going back and forth on the omnispex vs enhanced data tether, so don't trust anything I say on it.

Just regular rangers. Snipers are expensive. But like I said, I like the little buggers.
I'm just saying, maybe try them out by proxying a few times. See if you really want them.
If you're playing power levels, then go nuts. Make snipers!

Cawl comes out by himself this coming Saturday.

Right on the money, except the older one isn't even close to as nice  I'd say get both of these suggestions. Enginseer is a cheap HQ in the new codex, gives you a cheap mechanic that can hold up a detachment HQ slot, and Cawl is our only character and he's well worth his points in a Mars detachment.
Other than that, Kastellans are amazing and they're not getting nerfed (much) in the new Codex (the shield gets a slight nerf in that the return wound can no longer be improved by Aegis protocols, but it was never what made them worth taking anyway.)
