OK. So I have been reading and re-reading the rules section on psychic powers and cannot find where it says that you can only manifest one of each power per phase. Indeed the wording makes it clear that each psyker cannot attempt to manifest the same power twice (which makes sense).

"A psyker cannot attempt to manifest the same pyschic power more than once per turn."

Which to me reads as not being able to use the same psyker to cast smite twice. NOT that you can only cast one smite.

I cannot find any rule or FAQ that states it's only one power per phase regardless of how many psykers have that power.

Can someone direct me to it? Or is there a mass misinterpretation of the rules going on?

The restriction of one of each power is specific to matched play, and can be found in the matched play rules section

The "one per turn other than smite" rule is a Matched Play rule and is found in the Matched Play rules. Keep in mind that Smite is still limited to once per psyker, you can't cast it 3 times on one dude.

In Matched Play, Smite can be cast as many times as you like, albeit only once per Psyker. Other powers limited to once per army per Psychic Phase, as others have noted.

In Open or Narrative Play agree with your opponent how you'll play it before the game, as default for those game modes is each power once per Pskyer not per army.
