What’re you making? You might be able to use something else. If it’s rivets or some such, you can try breaking open a water filter (a Brita one or something like it) and using the tiny particles in there. I don’t know that anyone anywhere just sells tiny styrene balls like that.

1mm will probably be too big. Maybe 0.5mm would work better?

Though if you are desperate to use plastic try looking for Acrylic rather than HIPS you can use the same glue and may have more success as they are used for decorating nails etc, and search for "beads" rather than "balls".
