Yarrick has Voice of Command, but does not have a Regiment. What can he issue Orders to?
-Any and all Infantry Guard units?
-Only Infantry Guard units with a <Regiment> keyword?
-No units?

He doesn't have Voice of Command in the Index.

Has it been added for the Codex?

So, to make it crystal clear, Yarrick can issue orders to no-one when using this trait because he doesn't have a Regiment. "Officio Prefectus" is not a regiment you can pick, the same way that "Ultramarines" or "Militarum Tempestus" is not a regiment you can pick.

In short, don't pick this trait for Yarrick because it's useless. This is not without precedent for rules to not be helpful for some models where they are normally useful for others.

You can't not pick it if he's your Warlord. Best to make an Officer or Tank Commander your Warlord instead until the fix is in.
