From 'Falling Back', page 177 of the main rulebook:
A unit that Falls Back also cannot shoot later that turn unless it can FLY.
'Grinding Advance' provides no exception to this rule.

Yeah, Steel Behemoth is the one that gives ability to Fall Back and shoot (among other things). Russes didn't and won't have it.

Sure they get to not shoot twice with the turret. 2 times zero is still zero.

Chaos isn’t a pit. Chaos is a ladder. Many who try to climb it fail, and never get to try again. The fall breaks them. And some are given a chance to climb, but refuse. They cling to the realm, or love, or the gods…illusions. Only the ladder is real. The climb is all there is, but they’ll never know this. Not until it’s too late.

Read the entirety of Falling Back in the rule book and you should have your answer.
Grinding Advance specifically does not say you can fallback and shoot as normal.
