I want to make a Forge World Space Marine character named Lias Issodon. As far as I'm aware, he doesn't have a model at all.

The only "spare" sacrifice model that I have is that extra Space Marine captain in a terminator armor you get in a Start Collecting box. Lias is supposed to wear an artificer armor, which apparently is a customised power armor. Would this conversion probably work, or do I need to get somehow 1 power armor dude?

Sure it could work, depending on your vision for the model and the work you do to it. I would personally alter the Terminator armor to make it less recognizable, mainly by getting rid of the "hood" part that hangs over the head and leaving off the outer shoulder pads. Something like modified tartaros armor would make excellent looking artificer armor.

Yeah, 'customised power armor' could mean the local artificers built something special out of spare bits including some termy armor bits. Nevertheless, you should make it look as different as possible to normal termy armor, to avoid confusion and snarky comments.

Using normal marine arms might help too.

You'd need to do a lot of conversion work on it to make it not look like terminator armor. As a reference, Sanguinary Guard are in artificer armor, tactical marines are not. Artificer is just better made, often times (but not always) more elaborate looking power armor.
