Specifically regarding Company Veteran Bikers, I have learned they're not in the Codex. But they have the <Chapter> keyword, so if given the Iron Hands chapter for instance, can the Vet bikers be in the same detachment as Codex units (who pay the often cheaper Codex points) and get the Chapter Tactics and Stratagems from the Codex?

As long as the unit has the relevant keywords and is a part of the relevant detachment it gets the benefits..

Yes, that would be the RAI. They're not in the codex purely because GW doesn't sell the models anymore. But you can still use the unit, per GW in legal lists.

TL;DR yes, they get Chapter Tactics, can use Stratagems, etc.
