SO I was looking for a green citadel color that makes great sludge, and or gives a toxic look....how would you go about making that glow effect?

Depending what you're doing, I usually use a base green, then warpstone green followed by bright yellow spot highlights. Reaper's "Alien Goo" (a bright green colour) is good too.

If you're looking for a more translucent goopy effect I'd definitely recommend Nurgle's Rot. It's maybe not quite as bright, but it's a really really a lot like well snot.

I've used hot glue to make a dripping into a puddle effect and then washed it with blue/greens to color it, but leave it slightly translucent. Looked pretty good.
