A quick question
Named characters are listed as having specific weapons (that can be swapped out)

Then in the points list for that army, it says Points cost (without wargear) so if I take say Bjorn, do I then have to add in the points cost for his assault cannon and heavy flamer to the base cost?

The unit entries give you the equipped wargear the model comes with as a baseline. Then it lists optional wargear.

After that, are you using Power Level or points?

If you are using Power Level, you can swap to whatever wargear you want. This does not affect the power level of the model. Yes, you can really abuse this system.

If you are using points, then yes, you have to pay the points cost listed in the back of the index for the new wargear.

Ok, so points work just like they did in previous editions. Power level was pretty easy to get a grasp of since the power level of everything was listed on the wargear cards (as well as the +/- to power level for weapon swaps)

I eventually want to pick up index cards and pre-total each of my units/models on the cards. Then when I go to play a game, I just pull out the cards for the units I want to use until I reach the set points or power for that game.

Power Level will also cost more than points level, depending on wargear. It assumes you're taking "most" of the wargear options. Points lets you minimize the cost of units better.

The points-per-model part of the index has two types of lists - those with wargear "baked in" (normally special characters such as Arjac Rockfist) and those that do not include wargear.

If the model is from the "not including wargear" list, you have to pay the costs of anything the model is equipped with, whether it's default wargear or something added.
If you swap a bolt pistol for a plasma pistol, you only have to pay for the plasma pistol and not the bolt pistol.
In Bjorn's case, that means if you give him a Helfrost cannon, you don't add the cost of the Assault cannon.

Oh, so in the case of Bjorn since he is in the Does not include list I have to pay 210 for Bjorn, then additional points for his flamer, assault cannon and claws even though those are the defaults. Ouch. Pretty expensive model.

Yes, most models do not include their basic gear.
