Here is my 1k pts Harlequin list for compeititve games (and also doubles games):

Bataillon Detachment + 6 CP

Seems decent. The only thing I would change if I was building this list would be to take a Shadowseer instead of Solitaire.

I'm smaller games Solitaire is harder to keep behind troops, and I have never found him to do enough to justify his points in my experience. shadowseer however is a great force multiplier with the -1 to wound aura and the ability to move a unit twice.

Your mileage might be better with Solitaire.

That's all I can comment as it's solid list.

I agree.
I always found the solitaire to be disappointing.
A shadowseer with twilight pathway can be very good, especially to get a Starweaver in melta range T1.

How can you get a starweaver in melta range turn 1 ? the range of the power is only 3".

The shadowseer starts in a Starweaver, deployed as far ahead as possible.
T1 she goes out (with a free 3" move) then advances, which puts her 12-17" ahead of your deployment zone. Then a Starweaver moves within 3" of her (so moving its full 16" forward puts it in range), and moves a second time during the psychic phase. You can therefore easily move a Starweaver 30" forward T1. That's usually enough to put you within 3" of a juicy target.

Can I suggest one final tweak, for the Shadowseer's accompanying squad, downgrade one Embrace and use the points to upgrade for the 4th Fusion Pistol in he squad.

It's fine having 1 model in the unit with just ahurikan Pistol and blade, if you take any casualties from shooting/destroyed transport, you know which one to remove first. Plus as you have 2 units wit Troop Masters, the Shadowseer's Starweaver is the most likely of the 3 to get shot at first. So more chance that spare will be the first to die of your troupes
