Cultist of Nurgle with Open Sores

So I really love the FW renegade models with those sack-like gas masks. Unfortunately, as I am hoping to field large quantities of cultists, I need a cheaper alternative. I've considered mixing various types of models to form my units including zombies and IG, maybe some Skitarii.
Are there any cool and cheap alternatives that you guys would recommend? Preferably with gas masks, but I will gladly accept any recommendation.

If not, just use the Frostgrave cultists + Lasguns or other autoguns you have in your bitz box.
This for the Cultists's Cultist Chaos look, of course. Maybe you prefer a Blood Pact Aesthetic
A more highly disciplined and militaristic Cultists. In that way just Cadian Shock Trops painted with Chaosy colours and symbols and some Marauder Heads, etc... should do the trick.
A bunch of Cadian-Like Cultists leaded by multiple copies of this guy or other Chaos-Like Commisars could be ultra cool and not that expensive ( SC Astra Militarum boxes)

Those Frostgrave cultists are really the only cheap option apart from the packs of 5 cultists that GW sells. You can get the GW cultists for $8.50 per five, which makes them pretty inexpensive, but then you'll have the same five models over and over again.
The sky is the limit in terms of conversions possibilities, but it will be much more expensive to custom make your cultists. All of the suggestions Galas made are great, though no list of potential combinations will ever be exhaustive in this case. Skitatii heads are the coolest looking cultist heads, in my opinion, and as you say they can easily be mixed with IG as well as kits from WFB such as the Empire Flagellants. The Sicrian stubcarbines and flechette blasters would make some really cool looking guns for cultists.
If you want to go cheap, though, then kitbashing is not going to be an effective solution. For example, 20 Empire Flagellant bodies with AdMech heads and guns would cost around $70, whereas the same number of Frostgrave and GW cultists can be had for around $35.

Yeah, those go very well with the "blood pack" of a more militarized cultists aesthetic, but you can see how they are like Luciferian said, much more expensive than regular cultists.
And when you need 60-90 cultists for a decent list, maybe price starts to be a important factor!

Although it's the same price as just buying 20 Cultists, a box of Chaos Marauders is a great alternative. They have the same "barely armored" look, they have brutal weapons, and they've got enough area to put pistols and guns on them to make them warhammer-ey.

If you get the standard 15% discount, the Marauders are actually the cheapest for 20. Excluding any conversion bits, that is. If you're going to have a bunch of cultists it couldn't hurt to mix and match between all of the options!

I'm going to make 10 of them just to spice up the 5 man GW cultist boxes.
If you like the FW renegade militia models, you might want to keep an eye out for these heads from the Sicarian Rustwalkers:
