I've been searching the post but didn't fint it, can you cast smite when your payquer is in close combat, and, can you cast smite to a combat

Psychic powers have no restrictions what so ever on targeting outside of what is listed in the powers themselves.

You can cast while in combat.

You can target units in combat when your in or out of it yourself.

Smite requires you to target the nearest unit in most cases.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

* in all cases.

I wasn't sure if some unit had a unique form of smite that could target otherwise. ::shrugs::

Here is my take:
The rules for Psychic powers do not deny you the right to cast such powers in CC. Therefore you can. Furthermore, Smite has its own targeting rules which supersede any regular targeting rules (which in truth apply to the shooting phase, not psychic phase). So yes, you may cast Smite while in CC, and yes, if the closest enemy model within Smite's range is in CC, they are targeted.
And yes, this means psychic powers that do mortal wounds and do not have a limit on targeting (such as Closest Model) can also target characters. Read resolve the psychic power and it says follow the rules for the power. Those are the only rules that apply to that power.

Ooops sorry ninja'd! Cat distracted me in process (with its Smite power as a note)

Keeping the hobby side alive!

I never forget the Dakka unit scale is binary: Units are either OP or Garbage.

Yep, as stated, psychic powers have very few, if any, limitations on their use - and these are always indicated in the actual spell.

1) You can cast a spell after advancing.
2) You can cast a spell while in combat.
3) You can target a character with a spell freely.

Now, with Smite you are limited to the nearest enemy unit, so even if you multi-charged a unit, you are likely a smidgen closer to one (if not, heck roll a D6 to decide). This has made my whole gaming group wary of psykers in combat. Some which have two Smite-esque spells can suddenly become super dangerous in close conditions. I had a Chaos psyker finish off two terminators the other day before even getting into close combat.
