With the release of the new eldar codex and guard, im just wondering why their rules are army wide and marine/chaos only apply to infantry, bikes and dreadnaughts?

I can understand ad mech getting this as they have fewer models to choose from.

Would it really be that bad if all units got the traits/tactics? Maybe restrict flyers with -1 to hit one.

Id love to have advance and charging maulerfiends or +1 attack, really gives a diverse choice on what to take.

It's an artifact of last edition, where the trait were only applied to Infantry, bikes and Dreadnoughts. I think it was because back then vehicles were so fundamentally different from infantry that most of the chapter tactics would either be broken or useless on non-walker vehicles (and the only walker they had was the dread), so only those got the rule.

The SM and CSM codexes probably went to print before GW kinda realized they no longer had to adhere to this, since vehicles were turned into basically giant infantry. I'm guessing if they had to release the codex again, they would be saying "All <CHAPTER>" or "All <CHAOS LEGION>" instead.

Marine armies are about marines, so it makes sense to me.

Also, it would not suprise me if marines still had more units benefitting from their chapter trait tham the other armies, just out of the sheer number of choices they have.

I don't think thats such a bad thing. If all units were affected, Raven Guard/Alpha Legion would be even more of a must.

Apart from that, in the chaos dex, most traits don't even make sense on bikes and Helbrutes, so it doesn't really matter anyway.
Helbrutes don't have meaningful assault weapons, so BL makes no sense and the second melee weapon is too expensive, so Renegade Helbrutes are either damn expensive or can't shoot with the weapon they payed for (17 points minimum).

What I think would be nice is Night Lord Rhinos scaring the gak out of enemy units, but that might be really strong.

Fluff wise it works because for marines vehicles are just part of their armoury, another piece of gear and or weaponry taken care of by the techies.

On the table I would shudder in fear at the thought of having to deal with Salamanders tactics alongside a quad Las predator, or even a vindicator! Hell, that would actually make it decent if anything.

Could be said for every race though. Just another wave serpent from the armoury.
