Eh, just do what every guy spamming primaris psykers/malefic lords seems to be doing these days: Glue a piece of sprue to a guardsman's hand after making sure you hacksaw off his lasgun as messily as possible and call it a "Staff".

This is why I generally dislike the Renegades and Heretics stuff. Seems like at least 3 in 4 games you play against them it's the laziest, lamest conversions you've ever seen proxying whatever the most frustrating army build is atm.

Alternatively, just make some paper cutouts and write "Malefic Lord" in crayon?

I don't use GW models for my stuff (which is ass because I can't play them at the local GW) but a lot of the Reaper minis make good wizards/psykers (perhaps obviousy).

Warhammer flagellants might work, and if you're planning on using a few they come by the box load. Perhaps just add the odd las pistol

I've been playing a while, my first model was a lead marine and my first White Dwarf was bound with staples

Probably work

Flagellants are a decent choice, for a start, though I prefer them for priests more than psykers. If you can scrounge some more staves and maybe hand out some laspistols it might sell it a bit better.

I got lucky enough to have a bunch of sanctioned psykers fall into my hands, and so I just run those as the Primaris when I want them.
