If anything manages to tie up your squads in melee or has some nasty psycic phases you may run into a real issue.. Might I suggest adding in one or two transports?

Ultramarines trait allows them to shoot after falling back from combat, so there's basicly oppoturnity avoiding combat. Marines dont really have anything against psych powers, so I'll be ignoring them.

While the trait is a very powerful one. A dedicated close combat unit will still throw out far too many attacks I would say.. The counter point being there's not many fast enough armies who have so many units for you to worry. So I agree mostly!
Could still do with a tank or two or you won't be moving very far. Is the Primarus Librarian that bad? Never seen it used!
(worth noting, I play SW/GK/Ork and have only played against primaris)

1) Seconded on the ancient. Especially with the relic banner.
2) Is there any reason to take so many lieutenants with Guilliman already giving rerolls?
3) Get closer to 2000 points if you can, there is no reason not too.
4) You need deny the witch. You NEED it. It really messes up armies that rely on warp time and similar abilities to get to you. It stops people like me from advancing and nuking Gully with cheap psykers.
Easiest and cheapest solution: Take a supreme command detachment of 4 Primaris Psykers for 160pts. You get 4 smites a turn, and 4 denials. All of which is 2D6 instead of 1D6. It's a little more than a base Librarian (103 or 107pts), but MUCH more powerful.
Another solution: A base captain is about 83 pts (+-5). Give him the santic halo relic, and get ANOTHER free deny the which. Now you have an ultramarine army that plays like grey knights.
"You want to use a psychic ability? Nope!"
With a list so heavy on shooting, you wont regret those suggestions. (Source: play similar list and mop the floor)

I am afraid this list will be shot to shred before being able to get into range to unleash hell. You are almost certain to go second with those many units deploying unless you face footsloging hordes. Marines infantries, be it Tactical or Primaris are weak and slow when walking on foot, and there are lots of units can outshoot you from beyond 24 inches or 36 inches, for example, a wall of Leman Russ Battle Tank / Basilisk, Ad Mech Dakka Robot, Wave Serpent spam or Fire Prism spam, most of them can delete tons of Primaris Marines. Basically, you have so many Hellbalsters that they can't possibly all hide in cover or out of LoS.
Don't get me wrong, I like Hellbalsters, and run them alongside Guilliman myself. But I also know that they are very squishy and will be high priority target for opponent, if I footslog them more often than not they will be killed before unleashing their full potential. I think it is better to have some transport like the Repulsors instead of everything being Hellblasters, and in that system, just take normal Plasma Incinerator, heavy and assault version may not be worth it.

It also depends on your local meta. In 1000 pt games hellblaster spam works with a baby gilly (chapter master captain) and an ancient.
However I admit my 2000pt list is essentially less blasters and a parking lot of razorbacks to soak up some shots.

Thanks for feed back. I could consider primaris psyker, and razorbacks, for support. At first, I was not even intrested about primaris marines, but with all the praises from other people about guilliman, it made me consider again. In my meta, only one friend plays heavy shooty, so I dont second to that this list would be shot to bits. Main concern is about mobility, land speeders are going for objective, unless their firepower is required supporting.
