Google is failing me. I see there is a Black Library book called Harlequin that is not about Harlequins.
Are there BL novels that focus on Harleqins or at least star Harlies in a significant role?

Aside from that, OP, you're looking for:
Masque of Vyle
Path of the Incubus
Path of the Archon
Path of the Outcast
There's a couple of short stories that have them in starring roles, Faces and Victim's Dance. They show up a lot in the Gathering Storm series (at least the second and third books), they have smaller but still notable roles in Fabius Bile: Primogenator and Ghost Warrior. Valedor and Jain Zar: Storm of Silence also has them playing small roles as well.

The Eldar series of Path books feature them in several instances - but not as lead characters, and unless you "love" Eldar, I'd shy away from the books. Fascinating for Eldar fans, but really slow and exhausting for someone who isn't.
The Harlequin sections are pretty cool though.

Yeah, I guess I want to know if there are books that are like 90% Harlie and not just "Harlequins playing a decent role in an Eldar book". I'll check out the books people have listed, though. Thanks and keep suggestions coming if there are any more.

Not that I've seen - and probably won't be. The Harlequins existence and interest is based heavily on their mystery. A book based around being inside a Harlequin troupe might ruin a bunch of that.

It's part of a 12 book series, the first half and the final book being incredible with the rest being meh to bad-ish, but if you wanted to see Harlequins kick major amounts of ass I'd recommend the fifth book of The Beast Arises series, Throneworld.
The Valedor book also features them as well and introduces the most significant Harlequin character in the official fluff so far, Sylandri Veilwalker.
Then there's the second part of the Gathering Storm, The Fracture of Biel-tan, that features some parts with them.
