Well its probably best to put a pair on the pack leader to maximize attacks he'll have four attacks base five with wolfen or arjac in range which is pretty nice.

I remembered there was some sort of added bonus to having a pair but I couldn't remember what exactly and in practice didn't know if it was that much better to have a pair.
The pair gives you +1A, which is good since a single claw costs 9 points and the pair is 13.
The pack leader has in his profile one more attack compared to regular TWC. That's why it's the wisest choice to give him the pair rather than a normal dude.
The mentioned bonus given by arjac is a buffing bubble that grants +1A to any unit that has the <Wolf Guard> keyword, so the TWC are included. Wulfen also give +1A to units nearby.
Did you see the Wulfen FAQ? Stupid FAQ means anything within the Wulfen bubble that has to charge automatically gets the HUNT buff, gotta try and get the unit into buff bubble after the charge to get the KILL buff.
