This is probably the best place on dakka for rules questions. My advice is read over the rules a few times and then make a thread with a specific question (or related questions).

The best place would be this very forum, 40k You Make Da Call.

I would suggest making each question an individual thread, give your thread title a proper and descriptive name and be explicit as to what your questions are.

These are definitely worth a read (especially the top few) to get started in 8th.
