Looking for suggestions on some civilian minis for a school project. I'm talking construction workers, office workers, etc. 28mm would be best, as I can use the left over bits as conversion fodder after all is said and done, while still keeping it off the wife's radar.

Any thoughts?

If you don't mind some conversion work then the Warlord games project Z survivors and bikers are pretty decent, they are HIPS so easy to work with and have a variety of different clothing styles.;

The zombie survivors are pretty good kits and come with plenty of bits for other conversions.

Reaper is always good that stuff like that.

if you want cheaper minis, I'd say def go for Reaper

otherwise you could check out model RR sites, for just a bag of cheap civilian types (depending what you're looking at doing of course, scales will be off)

ebay lot of 100 1/50 model train civilians

These are almost a head taller than 28mm, but very close and certainly cost effective. I use them for NPCs in Infinity, they come out OK with just a little paint touchup.

Also, there's a whole bunch of Heroclix that work great as civilians. There's a lot of Bruce Waynes and Vicky Vale, Pepper Pots and clark kent etc in their alter-ego/work clothes, as well as lots of generic goons and sientists, all for about a buck each from various ebay sellers. Bought a bunch to replace the civilian workers in the MERCS boardgame and rebased them on regular 25mm bases
