I want to try Eldar, and this box set is nice as it's the units i prefer (minimal elves, just good old wraithbone constructs!), however unless it comes with a detachment like the AOS does in the box, is this even a legal force to play?

No you cannot use it, right out the box in a Matched Play game. But, you can use Open Play since it has no requirements.

Indeed, you can't have a battleforged army with the content of the box.
If you add a HS choice, you would get a total of 3, so enough for a valid detachment. If you want to stay out of infantry (like dark reapers or vaul batteries), you can either get a second WL or WW, or go for a shooty tank (falcon, night spinner, or fire prism).
