Define Fastest as in moving stat like 10" inch or faster move.
I have read about death korps of krieg death riders as being the best on a charge.
I read about Furies tossing a pile of dice.
Are Canoptek Wraiths still good?
Are CSM Maulerfiends worth it?
Is it better to have shooting fast attack such as scat bikes and ravenwing, or white scar bikers?

Wraiths are okay, they suffer to smite spam and aren't as durable as they used to be due to the plethora of D3/6 damage weapons, but T5 3W 3++ still takes a while to chew through

Stygies viii 8 dragoons - thanks to the strategem turn 1 charge and very hard to kill

Harlequin Skyweavers and eldar Shining Spears are incredibly fast melee jetbike units.
As for the fastest, I think that title may go to White Scars biker squads using their stratagem to go some bonkers number of inches and still charge. I think when I played against it it was like...25in?

Eversor Assassin is super fast. First it Deep Strikes. Then, it charges 3d6".
Just pick a right fight for it.

Only 25"? That's laughable if we can use Stratagems and Psychic Powers. How about Saim-Hann Shining Spears?
16" move +6" advance + Quicken for another 16"+6" + Saim-Hann stratagem that allows them to advance and still assault, with reroll for being Saim-Hann
That's a 44" move + re-rollable 2D6" charge. At least a 50" threat range
And they can throw out tons on Shuricat shots beforehand. 3+armour, 4++ against ranged attacks. or 2+/3++ if you cast Protect on them.
Yeah, my vote is Shining Spears

Shining spears win for pure speed, if quicken goes off.
Howling banshees are surprisingly fast too, and have a very good chance of making a first turn charge.
Set them up in a wave serpent. Then immediately disembark 3"+base (25mm I think). Move 8" +6" advance (automatically, with a stratagem). You've moved 18" from your wave serpent and now you can charge with +3" to the roll thanks to advancing. The enemy can't even fire overwatch.
The phantasm stratagem could also be helpful for a banshee assault. You can move their wave serpent to where there's a suitable target for them.

Saint Celestine can reliably charge about 31" in one turn and pump out 6 STR 7 AP-3 2 Damage swings that hit on 2's. She's also pretty tough to kill.

The entire Harlequin army is made up of fast models that are effective in the assault. A full healthy troupe of Harlequins charging alongside their troupe master is one of the more deadly units in the game.
But a special mention goes to Skyweavers used alongside a Shadowseer. The Shadowseer has a psychic power that allows a unit to move twice, so the Skyweavers get to move 44" and then charge after for a comfortable 51'' threat range. But they aren't fantastic in melee honestly. You'll get more bang for you buck pushing a Harlequin Troupe 16+2d6+2d6charge up field then charging in with them.

Ynarri Shining Spears hands down.
22” inc advance, Quicken 22” inc advance, Word of the Phoenix 22” inc advance, Saim Hann Stratagem to still be able to charge 2d6”.
66+2d6” charge. Granted you would need to position your psykers accordingly and cast both powers but that is a HUGE threat range!

Units can. Units do not lose the <craftworld> keyword when they become Ynnari, they just lose the craftworld trait and Battle Focus. You need a craftworld detachment of any kind to unlock (all of) the strategems and relics, then within your ynnari detachments you can cherry pick craftworlds for access to specific craftworld strategems and relics. It's silly but seems the way it works, for now.

Exactly as Matt has said above.
So you can have Saim Hann Shining Spears as part of Ynarri Detachment, and therefore can be target of both Quicken and WotP and the Saim Hann Stratagem thanks to keeping all the relevant key words.
And if you don’t need 3 movement phases in a single turn then you can stick with just 2 movement phases and then 2 shooting phases or 2 fight phases.
Pretty decent overall
