I'm trying to make a very versitile Eldar army, one that combines shooting units and close combat squads. This is one of my first tries at this list. All of your comments and ideas are welcome.

Gear:
1. Banshee exarchs should have exicutioners. The ST5 is just as good at killing MEQ as the extra attacks and it gives the unit a (small) chance against vehicles.
2. Storm guardians. Flamers are generally better than fusion guns- no need to mess with BS.
3. Falcons need spirit stones. With the holo field, they will have a lot of stun/shaken results.
4. Split the vipers into 2 groups to force your opponent to shot at more than 1 unit.

Tactics:
How are you going to engage the enemy? You have 40 poorly armoured figures that only fight at close range. Are you going to fleet of foot up the middle & hope to reach the enemy without getting shot up? If so, you might want to switch 1 farseer to Fortune and swapt the other for an Avatar.

If you want to remain more elusive, shrink the storm guardians to 6 & have them ride in the Falcons.

Let's boil down the elements in your list, and analyse what you're ideally seeking:


1) A move n' shoot firebase. A Wraithlord or two along with a few Defender squads with Starcannon make for a nice, but slow, threat. That's okay - you're faster than most firebases since you can move and shoot with everything. Lets you 'slice the pie' and engage only a portion of the enemy at a time, which is the main strength of the eldar firebase IMO.
2) A counter-assault force. Something that either shadows your firebase to minimize an enemy assault army's biggest threats, or engages a shooty enemy after the firebase has either reduced the main threats to the assaulters, or has sectioned off a piece of the enemy's force for the assault elements to finish off.
3) Mobile guns to wipe serious threats to your army as a whole off the board before they do too much damage. Mostly seen in the form of Falcons and Vypers, though there are a few other choices that are capable of doing the job.

To this end, you've got a lot of choices that fit into these three roles, and a few that are a bit questionable... I think your firebase is a bit small, while your counter-assault is a bit on the heavy side. I really think you should consider dropping a few counter-assault threats in exchange for bulking out your firebase a little bit. How to do this is, ultimately, up to you. With a new 'dex hitting the stores before the end of the year I wouldn't go spending huge amounts of money on a new army *quite* yet.
