This is a list that I already have almost entirely built and I'm a decent way through painting it. It's kind of a fluff list based on the Mouldering Claw Vectorum of the Death Guard; they are close combat specialists. Anyone have any tips on how I can eke out a little competitiveness without violating the theme, or what kind of issues I should expect?

Don't underestimate the effectiveness of dual plague knives! In addition, I think that you need to load up on speed, if the whole army needs to be in the enemy's face, load up into rhinos and ride. That way you can replace the noxious with the grenade guy and IC bomb units with grenades. In addition, There are some great loadouts for blighlords that can immediately be in your opponents face. Those Plague Marines are going to struggle a bit without a transport.
