I know I cant get the traits if I have a detachment with a daemon unit inside it, but can I still use CSM stratagems on things inside that detachment that are applicable? Like an outrider detachment of fleshhounds and warp talons. Can I still target the Talons with a CSM stratagem?

To unlock stratagems you need at least one "Chaos Space Marine Detachment", which is defined as one containing only those with the keywords on page 156. This is detailed at the top of page 158. If you want to use CSM stratagems, you are going to have to put your Daemons into their own detachment and take a pure CSM Detachment as well. Edit: I am dum please disregard my idiocy again.

As long as the unit you are targeting meet the requirements for that specific stratagem, then yes. So if a stratagem targets a CHAOS SPACE MARINES INFANTRY unit, then any unit with e CHAOS SPACE MARINE keyword and INFANTRY keyword is a legal target.

Alternatively you can allocate your daemon points as reinforcement points and use the summoning rules, but as they are... ah... underwhelming at best, probably better off doing a separate detachment.
