Plasma guns, grav guns, melt guns, hvy bolted rifle, Las cannons, missile launchers, stern guard special issue.... these all meet or exceed AP-2. Try an army that truly lacks ranged armour piercing.

AP -2 is the new AP3. In the last edition there was plenty of stuff that was AP2, 4, and 5, but almost nothing in the marine armory was AP3. Just the way things sorted out I guess.

AP-2 is a carryover of the old AP3, and that's just a particular value Space Marines never had a lot of specifically. Space Marine weapons tended to overwhelmingly be AP5/4/2 in previous editions, with few AP6 or AP3 weapons. As a result, with the new edition, they have lots of AP-0/-1/-3 weapons, but not specifically AP-2.
