When putting models in a vehicle for deployment purposes do you:
1) declare the vehicle and then declare the embarked units 1 at a time alternating with your opponent:
Something like this
Me: I'm going to put my razorback here,
Opponent: I deploy this unit here,
Me, I deploy my Tac squad in the razorback that I just deployed
or
2) Do I declare the vehicle and all units embarked on it as one drop?
As an aside if it is #2 then can I declare other units embarking in a vehicle after the vehicle as deployed?

Number 2. "When you set up a transport, units can start the battle embarked within it instead of being set up separately – declare what units are embarked inside the transport when you set it up." Yes it lets you shenanigan things like potentially making a 3 Squadron of Valkyries, each containing 12 Single Model units (turning what might look like 36 drops into a single drop), but that's not the most egregious weirdness the rules offer by far.

No, As soon as the transport hits the field as a deployed unit, any and ALL units you want must be declared. you cannot go back and add a unit to the transport.

No, when you deploy the Transport you must declare what is inside it then. You can't retroactively add units in. You can of course deploy other units within 3" of it so you can embark on it first turn.
