It's for 4 tiles, you need 16 for a Necromunda table. That'll be 200$. they do look great though, I even prefer them over the GW ones. Got some great Gorka Morka designs too.
What plans you got for the base? I couldn't help but put sand on the base, it just feels so natural from my history of playing 40k and making terrain for 40k, but not the best choice inside a sci-fi metal city.
