Smoke Launchers: Once per game, instead of shooting any weapons in the Shooting phase, this model can use its smoke launchers; if it does so, until your next Shooting phase your opponent must subtract 1 from any hit rolls that target it.
If you attack in the fight phase you make hit rolls. RAW, smoke launchers work, your vehicle is -1 to hit. Note that you can pop smoke while being attacked. See BRB update 1.1 :
Q: Can abilities that are used ‘instead of shooting’, such as
Smoke Launchers, be used if the model using them has Fallen
Back, Advanced or has enemy models within 1" of it?
A: Yes. A model can use such an ability so long as it does
not shoot – it does not matter whether this is because the
model cannot shoot or it chooses not to.
I will not play it like that, and i wont allow it, because its stupid. Smoke is fine against ranged attacks, but not if you hit something with a melee weapon, because you are standing right next to it.

The rules for Smoke Launchers in my Codex and Index states that "until your next Shooting phase your opponent must subtract 1 from all hit rolls for ranged weapons that target this vehicle." So the answer to your question and cure for your rage is in the original rule - no need for your own interpretations.

As an aside, the FAQ does not allow you to fire the smoke launchers when you are assaulted. It just allows you use your Smoke Launchers in your Shooting phase even if you were prevented from shooting by one of those conditions.

However, as you pointed out, Smoke Launchers explicitly call out Ranged Weapons anyway.

The FAQ/clarification does not say anything about the timing of using the ability, just the conditions. Reading the rule in the book in conjunction with the FAQ indicates that it still occurs in the owner's Shooting Phase. I am not sure how it would interact with other rules, and of course its rather academic in this case.
