It doesn't seem weird at all really, in fact it's fairly straight forward.
GW do not sell the models anymore, they have made rules to accommodate players with existing models/collections, however they want these rules to be as unplayable as possible so that people don't go and buy models from elsewhere to stand in for said units/models.
It might not seem weird to you, it does to me. There's clearly a continuing trade in the old models and a number of the current armies would only have a few units without legacy models. The wanderers have no behemoths at all. If they released a new forest dragon model I'd be happy to buy it but as they haven't it seems weird to be penalised for using the old one.
