I am trying to get familiar with the pre-game and 1st turn process, especially in regards to the order in which certain special rules happen... what happens first, SoB dominion scout moves, or placement of units via the RG strategem or Alpha legion strategem?

My vague understanding of the order would be

1. Roll to see who goes first
2. Person going second gets to seize if desired
3. Move "scouts" such as SoB dominions and AM scout sentinels (person going first moves first)
4. Place units being deployed via RG or AL strategems (person going first deploys a unit first? or all of them?)

I am pretty unsure about this, please advise!

I dont know all the specific rules, but usually if both players have the ability from a rule/stratagem where they can place units on the battlefield outside regular deployment in the same manner (like both can place them after all the units have been deployed) they roll off and the winner deploys them first before the game starts.

Vanguard: Once both sides are deployed but before the first player takes their turn, this unit can move as if it were their Movement phase. If both players have units that can do this, the player who is taking the first turn moves their units first. If all of the models embarked on a transport vehicle have this ability, then the transport vehicle can make the move instead.

I would think that this would occur prior to the IG Sentinel or Raven Guard rule because it doesn't say during Round 1. So this could technically happen prior to Round 1 during the end of deployment.

IG Sentinel:
Scout Vehicle: At the start of the first battle round but before the first turn begins, you can move this unit up to 9". It cannot end this move within 9" of any enemy models. If both players have units that can do this, the player who is taking the first turn moves their units first.

Same wording as Raven Guard stratagem. Occurs at the same time, but the rule itself states who performs this first.

Strike from the shadows
Use this Stratagem when you can set up a RAVEN GUARD INFANTRY unit during deployment. You can set up the unit in the shadows instead of placing it on the battlefield. At the beginning of the first battle round but before the first turn begins, the unit emerges from their hiding place – set them up anywhere on the battlefield that is more than 9" away from any enemy models.

Same wording as IG Sentinels, without the part declaring the player who goes first gets to do it, but i would use the Sentinel rule as a precedent.

Note: I do think all 3 of these happen after you roll to seize the initiative, because you can't determine which player goes first until after the seize roll has been made. That's how I have been playing it.

Depending on how you read it this could mean

After deployment before start of battle round so first
After start of battle round before start of first turn simultaneous
After start of battle round effects resolve but before transition to first players turn. Second.
Or your choice at any point within the time frames above

Essentially the RaW i's sloppy and inconclusive
However RaI we can infer from the two examples you provide examples of how it's meant to work.

I would therefore conclude that simultaneous is the best RaI answer and you will not get a clear raw
