So the recent community survey in it's terms and condition requires only Canadian residents to answer a "skill testing question" if they get picked for the draw.
Is there a reason for this or do they just think Canadians are dumb?

Probably some local law about lotteries.
If there is a question that must be answered correctly then it's a game of skill not a lottery.

Yeah it's canadian law thing that has been noted before in GW competitions like this. However from previous cases seems it's REAL simple fluff based questions like anybody with more than cursory knowledge of the hobby can tell instantly so no worries. Biggest hurdle is still getting lucky on the lottery.

That's really weird. Wouldn't the possible prize from both still be subject to taxation? Why is one worse than the other? Or is it just a question of lotteries having to be registered while a game of skill doesn't?

Or prohibited.
Used to be in the UK that lotteries were regulated so hard that they basically didn't exist.
As a result any kind of give-away would be called a competition and would have a ludicrously easy question with a random draw as a tie-breaker.

Yes, it's a requirement of Canadian law. Most lotteries (except the provincially licensed ones, of course) are illegal, but there's a loophole that allows for 'games of skill', thus the skill testing question. The same law also requires any contest to have a 'free entry' option ("No Purchase Necessary") for products that include some sort of random give-away.
The Skill Testing Questions are really easy, for the most part. the minimum requirement is a 3 order mathematical question, like (2x4) + (3x10) = ?
