Can commanders order themselves? Imperium 2 faq states that pask cant order himself but doesnt mention regular commanders.

codex overrules index. Pask and tank commander can order themselves.

Yup, until GW Special Snowflake FAQ it again, they can order themselves just fine, though I expect the usual contingent of "intent" posters will show up soon enough.

Why would anyone claim intent when the new RAW supercedes and is clear?

Yeah, that faq didn't make sense to me. A commander ordering himself seems, "funny" , but in the end he should know how to do what he is telling others to do. Tank commanders makes a lot more sense, it is not just pask in there in that tank, there is a crew he can tell what to do so it follows he can order himself to do something.
