Per codex this should be doable but the model on GW website comes with arms already attached:

Am I supposed to put the jetpack on the base chaos lord model or what?

I did mine by using a basic Chaos Marine body, a loyalist jump pack, and weapons from the Raptors kit.:

So, I didn't go with a power sword, but it would work exactly the same. Just a kitbash. Starting with a Raptor body and jump pack would probably be way cooler, but I didn't have any spares.

I am using the old raptor champion. I put the wing backpack with chaos lord power sword. I haven't decided what I want in the other hand. When I start the project I'll post pics.

You just use whatever model you want for the Chaos Lord. Nothing says you have to use the model GW provides. Pick a Space Marine model you like (or build from various kits) and state that he's your Chaos Lord. End of story.

You're not limited to a model or kit that GW sells.

Ok so this kit bash is totally tournament savy as long as I declare it and put the jump pack on it. I always get confused between kit bashing and the WYSIWYG ruling

Kit bash is fine. Just make sure it’s wysiwyg when it’s all done.
