So I'm not a chaos player and I'm not a buff on their lore either, but I glanced through the codex and I saw black legion with "Bringers of Decay" which were black and gold death guard. Do the other legions take special units? Do word bearers take units of death guard,rubric marines and such with their own paint job?

Death Guard proper can only use the units in the Death Guard Codex. Other (non-TSons) legions can take from the CSM codex.

Due to the fragmented nature of the Post Heresy Legions, you can choose however you want to do them, whether they are some small remnant of the legion chasing former glories or a rag-tag bunch of dudes working together for some temporary goal.

The "aligned" legions (Thousand Sons, World Eaters, Death Guard and Emperors Children) rarely have or use the troop styles of other gods (e.g. you're not going to find many Emperors Children Khorne Berzerkers) but since it's your dudes, you can easily come up for an explanation.

The non-aligned Legions will be a hodgepodge of all the various types and cults.

Word Bearers tend to baworship the entire Chaos pantheon and do not limit themselves to one god. I believe this is reflected in the rules where a battle-forged Word Bearers detachment cannot include any cult units (Plague Marines, Noise Marines, Rubric Marines or Khorne Berserkers). That said, you can always field a separate detachment with cult units or just forego the special Word Bearers rules and take a mix of chaos or heretic astartes keywords.

Not sure where you're getting that from. Edition Lag perhaps?

The only ones that are mentioned as being unable to take some things are Death Guard, Thousand Sons and Fallen.

You can pick WORD BEARERS for the <LEGION> of Khorne Berzerkers just fine.

The traditional "Cult Marines" are not limited to a specific legion any-more, they can be any, with the caveat that certain <LEGION> choices change the battlefield role of Berzerkers and Noise Marines, with Rubrics and Plauge Marines not having any restriction (but can't be troops because you can't use the CSM codex for DEATH GUARD or THOUSAND SONS units, unless you take the index version).

The old legions and renegade marine chapters are all very fractured.

They are all made up of various warbands, some numbering as few as a squad or two, some numbering in the thousands. They are generally led by whomever is most powerful at the time, or whomever they've been conquered by and pledge their allegiance to them.

The Black Legion for example has an entire warband dedicated to nurgle, hence the bringers of decay.

Some warbands only have a few units of Plague Marines that have pledged their allegiance to them.

It really is just an ad hoc organization style where anything goes pretty much. This is just down to the logistical nightmare that is the warp, and the fickle whims of the gods they worship. You take what you can get when you can get it. If you don't you are likely to die.
